Implement an alert in ControlUp DX that triggers when a defined percentage of users connecting to any Windows 365 region experience high latency.

Acceptance Criteria:
Threshold Configuration:
Ability to define the latency threshold (e.g., >200ms).
Ability to set the percentage of impacted users (e.g., 10%, 20%).
Alert Trigger:
Alert should trigger when the defined percentage of users in a region exceeds the latency threshold for a configurable duration (e.g., 5 minutes).
Notification:
Alert should send notifications via email and integrate with existing incident management workflows (e.g., ServiceNow/Jira).
Reporting:
Include region name, percentage of affected users, and timestamp in the alert details.
